Strategy for Local Development with Local Communities« Initiative in the framework of Intervention P3-77-4.1 »Support for Local Development through LEADER (TAPTOK - Local Development with Local Communities' Initiative)" of the CS CAP 2023-2027 for the regions of Ioannina and Thesprotia

The project TAPTOK - Local Development Strategy with Local Communities Initiative in the Regional Units of Ioannina and Thesprotia aims to create strong, connected and resilient rural communities with a distinct local identity. The area of intervention covers all local and municipal units except for the Municipal Community of Ioanniton and includes 145.914 residents.

The strategy of the local programme to be implemented in the intervention area aims to contribute to strengthening the local economy by solving local development problems of different sectors through multisectoral actions, which operate in a complementary and cooperative manner. More specifically, the objectives of the local programme are:

F 1: Labour empowerment of young, women and professional farmers of the mountainous and isolated municipalities of the intervention area

F 2: Creating competitive sustainable businesses and craft products, based on diversification and innovation using new technologies, a shift towards exports and environmental protection.

F 3: Production of local agri-food and forestry products, which will be of high quality, competitive and certified, with differentiation of their characteristics, aiming at a distinct local identity and an increase in added value.

F 4: High quality and special forms of tourism that will lead to an increase in the number of visitors, especially those with special interests of a high level and sensitive to the respect of the area in general, as well as the extension of the tourist season.

F 5: Creating partnerships and networking between different actors, partner regions and countries in order to exchange know-how, promote innovation (social, digital, etc.) to enhance the local identity of the region.

F 6: Interconnecting the three sectors of the economy with the ultimate goal of self-sustaining growth.

F 7: Stimulate exports and provide better quality services through partnerships and networking.

F 8: Improving rural life and retaining the population of young people in the region while normalising the demographic pyramid, in terms of age distribution and the proportion of the active population in the total population of the region.

F 9: Upgrading infrastructure and strengthening infrastructure and basic services to serve the local population, retain young people and increase entrepreneurship in the uplands.

F 10: Preservation, enhancement and exploitation of the unique natural environment and its interconnection with the local economy.

F 11: Protection and sustainable management of the residential and cultural wealth, to enhance local identity. .

F 12: Increasing the awareness of the population on issues related to the natural and cultural environment

F 13: Informing and raising awareness of the local population on issues of entrepreneurship, development of partnerships, as well as protection and promotion of the natural and cultural environment.

The above 13 objectives lead to:

  • the development of local entrepreneurship and innovation,
  • the protection and enhancement of the natural environment and cultural resources,
  • improving the quality of life and combating social inequalities and discrimination
  • the development of partnerships

and are summarised in the central Strategic Objective of the Local Programme which is:

Strong, connected, resilient, prosperous rural communities with a distinct local identity.

To achieve the above objectives, the following measures have been designed and will be implemented, sub-interventions support for local development projects public and private character and development interlocal and transnational partnerships.

The sub-interventions private nature are addressed to private persons (natural and legal persons) and concern business support (foundations - modernisations - expansions) for empowerment the local community, the Education the local population and the creating networks and partnerships between businesses.

Accordingly, the sub-interventions public nature contribute directly or indirectly to the development of the local economy and are addressed to local public or semi-public sector bodies, local associations and non-profit organisations.  They include the following categories of actions which are specialised in sub- interventions:

  1. Strengthening the local economy (private sector)

1.1: Support for processing units for the production of agricultural products

1.2: Support for manufacturing units for the production of non-agricultural products.

1.3: Support for forestry sector units

1.4 Aid to enterprises in the craft, handicraft and post-processing sectors

1.5: Support for businesses in the tourism sector

1.6: Support for service enterprises

  1. Education of the local population (private)

2.2: Training of the local population in the 2-generation sector

  1. Strengthening the local social fabric (public character)

3.1 Strengthening basic services to serve the local population (kindergartens, sports facilities, cultural centres, etc.)

3.2 Strengthening basic services aimed at social inclusion, combating poverty and social exclusion and the integration of refugees/immigrants

  1. Improving the quality of life of the local population (public nature)

4.1 Small-scale infrastructure projects

4.2 Strengthening recreational services and infrastructure, regeneration, tourist information and other small-scale infrastructure

  1. Preservation and improvement of cultural assets (public character)

5.1 Support for cultural or sporting events

5.2 Support for studies, services and infrastructure related to culture and the restoration and enhancement of cultural heritage

  1. Protection and enhancement of the natural environment (public nature)

6.1 Projects for the enhancement of the natural environment in order to promote it

6.2 Green infrastructure projects for the prevention and response to natural disaster risks

  1. Networking and cooperation (private)

7.1: Cooperation between small local businesses

7.2: Cooperation between local public and/or private bodies and/or NGOs for the social and/or cultural and/or environmental protection and upgrading of the area, promotion of healthy nutrition and reduction of food waste.

7.3: Smart Villages: cooperation for holistic and innovative village development

  1. Interregional and transnational cooperation

According to the local strategy, the inter-local cooperation aim to implement cooperation projects with other Greek OCTs linked to the Environment and the cultural routes as well as events surrounding them. They are even connected to the local history and folklore of the place in an effort to revive forms of popular culture and/or traditional techniques/applied arts, with the intangible cultural heritage and finally with the promotion and promotion of the cooperating Geoparks - recognised by the UNESCO.

Similarly, transnational cooperation aims to Cooperation between OTP of Greece and the European Union, for the implementation of cooperation projects in areas related to agri-food - gastronomy, the cultural identity of the regions and the tourism, as well as cooperation projects cultural routes linked to the timeless theatrical tradition of the Mediterranean.

The aid intensity for sub-interventions of a private nature through the use of various regulations amounts to up to 65% except 7.1 amounting to 90% and of 7.2 & 7.3 amounting to 100%.

The amount of the eligible budget may be increased to on 300.000,00 € off the sub-intervention 1.1 which may amount to to on 400.000,00 €.

For sub-interventions 7.1, 7.2 and 7.3 the amount of the eligible budget is 40.000,00 € and for the sub-intervention 2.2 at 20.000,00 €.

The aid intensity for public sub-interventions amounts to 100% as the interventions in question are provided free of charge to the general public, or any financial contribution from the public covers only part of the actual cost of the activity, it does not alter its non-economic character and cannot be regarded as compensation for the service provided. Excludes the sub-intervention 5.1 where the aid intensity is 75%.

The eligible budget, respectively in public works is up to 400.000,00 € ή 20.000,00 € in cases of materialisation intangible energies.
