Key roles & responsibilities

Local Action Group (LAG)
Since 1991, it has been acting as a LAG for the implementation of Community-Led Local Development Strategies (CLLD-LEADER), focusing on rural development and community participation.

Technical, scientific and administrative support
of Local Government Organizations of first and second degree.

Management Body of the Vikos-Aoos UNESCO Global Geopark
Management of the geopark, enrichment of knowledge of its geological features, promotion of geodiversity and biodiversity and ensuring compliance with UNESCO regulations.

Operating Body of the Cultural Route of Ancient Theaters of Epirus
Operation and promotion of this cultural initiative, highlighting the historical wealth of the region and the archaeological sites as branded destinations.

Destination Management and Promotion Organization
Since 2021, it has been operating as the official regional Destination Management and Marketing Organization (DMMO) for the destination "Epirus", focusing on destination management, tourism development and marketing strategies.

Management Body of the Sivota Diving Park
Since 2024, it has been managing, organizing, supervising, protecting and exploiting the Sivota Diving Park as a visitable underwater recreation area.

Development and Financial Management Directorate.
Administrative-Finance Department.
Handles administrative functions and financial management, ensuring compliance with legal and regulatory frameworks.
Department of Rural Development.
Supports the business and social development of the region through information structures and actions for the revitalization of the countryside.
In addition, it undertakes the design, maturation, drafting and submission of local development programs, as well as the management of investments as an Intermediate Management Body. It focuses on rural development initiatives, supporting rural, mountainous and disadvantaged areas of the agricultural sector through local development strategies with the initiative of local communities (CLLD-Leader).
Destination Management and Promotion Department.
Its main objective is to implement actions for the sustainable development and promotion of destinations, contributing to the achievement of the goals of the UN Agenda 2030. It undertakes the promotion of cultural and natural heritage and geodiversity, the development of tourism products and the organization of strategic marketing actions for the promotion of the tourism product at a domestic and international level.
Technical Services Directorate.
The competent Administration for technical services related to infrastructure projects, including the design, execution and supervision of technical projects.
Department of Projects - Technical Studies and Local Government Support
It deals with the provision of technical support to local authorities through the supervision and monitoring of project implementation, the preparation of technical studies and the preparation of tender documents, as well as the management of tenders in accordance with Law 4412/2016.
In addition, the department undertakes the maintenance of files and schedules, the costing and proposal of contracts, as well as the execution of inspections and quality controls, ensuring the proper and timely implementation of projects in accordance with the requirements of National and Community Legislation.

Quality Policy
HPEIROS S.A. has chosen a clearly defined Quality Policy as a means for its continuous development. Through this Policy, the company expresses its commitment to provide customers with safe services that meet their requirements and the applicable legislation.
In order to achieve the above objective, HPEIROS S.A. has designed, developed and implemented, at all stages of its operational processes, a Quality Management System, based on the requirements of the ISO 9001:2015 standard.
The basic quality policy, on the basis of which all actions are planned at HPEIROS S.A., is summarized in the following:

Ownership & collaboration
EPIRUS S.A.'s shareholders are the Region of Epirus, local municipalities, Chambers of Commerce and Agricultural Cooperatives, with the Region of Epirus as the main shareholder. This diverse ownership ensures alignment with local needs and priorities.
During its 45 years of operation, Piraeus SA has developed close cooperation with local and regional authorities, universities, research institutions and technological organizations, allowing the effective preparation of development and business plans, the support of local institutions and the preparation of integrated development and investment plans.
